In December 2003 the National Library of Scotland announced that it was "breaking through the walls" by launching a consultation process on its new strategy for excellence of collections and excellence of access. One of Europe's leading research libraries, the National Library will encourage many more people into its buildings for personal, informal research and promote the heritage to be found there.
